Self-help catalogue banner more prominent

This update is relevant for clients 

There was already a banner on the clients' homepage pointing them to the self-help catalogue. They could find it at the very bottom of the page after logging in. As a result, it was often not clearly visible on the screen, especially if the client did not yet have any tools on the homepage.

This banner to promote the self-help catalogue is made more attractive and situated on a clearer place on the client's homepage. The banner is immediately below the tools the client already has on the homepage. No modules, diaries or other tools available on the homepage yet? If that's the case, the banner is now at the very top. This way, the client is encouraged to use the self-help catalogue.
